It's free to everybody!  Unconditionally!

However, make sure the functions Open Office has works or is useful for
your kind of business.  It may not be useful in that particular purpose
which you may need.  Test first.  Most programs, even commercial
programs are "free" for a trial period so that you can figure out what
you actually need as a business.  The "try before you buy" model works
in many business environments.  

The trick however is to seriously pay attention to the performance of
each feature which actually matters to you.  Choosing a free package
just because it is free could be the most expensive decision you may
live to regret.  So, test first.  Pay attention and note it's real world
performance under your conditions.  Make your decision afterwards.
