No, I am on Linux. The thing is, the exact same image looks fine in an image viewer but blurry on OOo. I know that at some point, there was some dithering of images or something similar when they were too large (e.g. a large JPEG was converted to a low-quality JPEG), but I thought it had been taken care of. When I have access to a Windows machine I'll check to see if it does the same thing.
