You had formatted the cell as TEXT prior to
entering the number. Thus, the number was interpreted as a string of
text characters, rather than a true number. That is why the apostrophe shows up if you later change the format to NUMBER. The cell content had already been a string of characters (of numbers) so Calc is merely trying to preserve what you had already inadvertently put in the cell. The fact that you did not mean to enter a string of characters is beside the point. Format the cells first to avoid this confusion in the future.
