You have formatted the cell as ?/? (single digit over single digit)
You must format the cell as ??/?? (double digit over double digit)

Single digits are the first line in the format fraction choices.
Double digits are the second choice.  Choose the second.

For what it is worth, you can even format the cell as ???/???
by defining it yourself.  If you do that, then you can get
=pi() to show up as 355/113 if you like.  Try it.
