You will need to save the files as MS Office files for the other person to 
view them.  Other than that, yes, they should be able to open them.  You 
might want to ask if the other person could download and install OOo to make 
both of your lives a little easier and free-er.

My advice would be to do both.  Save the files in OOo, as MS files that the 
version of Works they are using can open, and find a way to get them to 
install OOo for full Office Suite functionality without having to pay large 
sums of $$$.
