I've tried that page under XP. Opera, Avant and IE7 (Beta 1) display the page correctly, and copying from them into OO 2.0 works correctly.
Firefox (1.5.0.3) does not display it correctly, but if I copy the text from it into OO, OO displays it correctly. The text displays legibly in Firefox if I switch off the Page Style (View ... Page Style ... No Style). This loses the fancy layout, but the Hebrew text appears correctly.
