In Tools/Options/Languages change the Locale to a European one (*not* UK)
like German or French. Then ensure the box labelled "Decimal separator key"
is checked so that the decimal separator is "Same as locale setting".
This will automagically change *all* the decimal points to commas.
NB This works on Windows (XP/SP2). Don't know about other OS's.
