Microsoft does not give anyone assistance in de-coding publisher files.
So, at this point, OOo cannot open them.
OOo writer is more powerful than Word for using it as a desktop
publisher, and many people use it as a replacement for Publisher to do
newsletters, etc. If you look on the OOo web site under documentation, I
think you can find free downloadable templates to get started.
You could also try Scribus, which is DTP more like Adobe products:
http://scribus.net (available for Windows, Linux and Mac).
