I was just going to write that I use the horizontal scroll all the time in OpenOffice.org 1.1.5 Calc, but then I realized that maybe you were talking about the horizontal scroll on your touchpad. In that case I don't know...
If that's the case, then I can report it works fine for me. The horizontal (and vertical) scroll on my touchpad work fine in Calc. I'm using PCLinuxOS and OpenOffice.org 2.0.3.
I'd say that it has more to do with the touchpad driver settings than OpenOffice.
