Yes. Exactly what formatting is lost depends upon the complexity of the document.
FWIW, I've read about several companies that use OOo to convert the various MSO file formats to something that can be opened by their different versions of MSO .
Can we tell the difference by looking at an office 2003 file and office 2002
This really depends upon the complexity of the document. As a general rule of thumb, the older versions will not be able to open documents created by newer versions.
