The answers of Bernhard Dippold and Arnold Huzen are good, but I would
add something:
Things like equations can get really messed up, but sometimes even
not-so-sophisticated things may change when moving from one word
processor to another. For example, spacing may change slightly,
causing line and page breaks to change significantly. Unless you
expect to need to edit the document after you get to the library's
computer, the PDF or portable OOo solutions are probably better.
Best is to cover your bets: export as PDF, and also save a Microsoft
version of the file in case you need to make a last-minute change. You
can keep your original document in the OOo format. If you expect to do
a lot of editing on underprivileged computers, the portable OOo may be
best.

How do I save the files on my disk so I can read them from other PC
locations without downloading the software each time?

There are three possibilities:
1. Save your work in MS Office file format - I'm quite sure, the library has
got a license.
Negative aspect: Some sophisticated formattings might get lost - please try
it before you print it out.
2. Export it to PDF - The library will be have a PDF reader.
Negative aspect: No chance for changes afterwards.
