After installing the font under Linux (using the OOo SPAdmin tool -
not required for Windows font installs) all the symbols appear to be
there when accessed via the "Insert - Special Character" dialog in
OOo. Have you tried this method?

Ross: I hadn't tried it before, but I just tried it. It doesn't work,
when I do it and select the Orienteering font, all of the selections
shown are generic boxes rather than any type of symbol. Sounds like a
difference between Linux and Windows. Or else there is something else
I need to do with Windows?
Just tried it under Windows 2000 and I get what you see - empty boxes.
I'm now trying various things using fontforge, but I don't know enough
about font file internals to do much.

By fumbling around I've managed to get a font file that works with OOo
under Windows, although I suspect all it needed was a forced
regeneration of some part of the font file because I then undid the
change and it still works.
I've put the new file up on my ISP-provided web space for anyone who
wants it. And please let me know if I'm halucinating, i.e. it doesn't
work for you.
