You are proposing that people can obtain help without participation. You can do exactly this on the forum. Post your message, and place a check next to "notify me when an answer is posted" and then ignore the forum until someone bothers to answer your question.

If a person does not receive mail from the mailing lists unless it is related to a thread that they started:

1. You would miss messages from people whose email software does not properly preserve the message as part of a thread. 2. You will receive messages from people that start a new thread by appending to an old thread. 3. Some members might choose to not receive messages from people that are not full subscribers so you would likely deal with a much smaller subset of people.

In other words, then a mailing list is not the correct choice for you, but rather, a forum or news group.
