I agree that it should create shortcuts. Maybe it's got something to do with the X11-window? I would expect that OpenOffice would look and feel the same on Windows, Mac and Linux. I don't know what it looks like under Wondow$, but it's all right for me under Mac, even if it isn't really intuitive. Once you know how to get past the Writer page than opens automagically and open an new Calc or Impress page, it's no worry.
