On windows, you could try one of the various freebie download managers -
try googling for "freeware download manager". These will (server permitting) restart from the middle of a download.

If using u*nix, wget is a handy program for downloading, and allows restarts from partway through.

Or find a friend with broadband.

But really, if you're stuck on a slow serial line, I'd echo the sentiment about buying a CD. It's probably easier on the patience.
A download manager should help solve your problem. I use Firefox with the DownThemAll extension and it has saved me numerous times even on broadband. It will resume on sites that support resuming and most that are hosting large files do.

Here in the US there are ISPs that provide CDs via mail for very reasonable prices. One that I used before I got DSL shipped for a total of $2.50 and I got stuff within a couple of days. see http://www.edmunds-enterprises.com/linux/modules/cart/index.php?ba=pdtl&product=339
I believe they are in the OOo list.
