1) Using Linux Ubuntu Edgy.

2) Thanks to your (and others') help I now have everything set except
the default tab settings.

At first I thought that something was overriding what I set in Tools >
Options > Writer > General. That is why, with jjj_default.ott open, I
edited the Default and Text Body styles and deleted all tabs. None were
set anyway, I just did it on general principles. (I frequently use the
Text Body style instead of Default, and wanted to be sure it was set
the way I wanted it.) I also deleted all tabs in the document using the
Format Paragraph settings, as though to override the Default style
settings. Then I went into Tools > Options > Writer > General and
changed the default tab settings from 57.6 to 21.6. And to make sure it
was working I entered a couple of tabs. At that point it tabbed just
21.6 points each time.

Then I saved the jjj_default.ott document and closed it. I opened File
> Templates > Organize, selected the jjj_default.ott template, right-clicked on 
> it and selected Set as Default Template. I did not select the Reset Default 
> Template setting.

Then I closed the template organizer window and opened a new, blank
text document. I hit the tab key and it tabbed to 57.6 points. I looked
at Tools > Options > Writer > General and the default tab setting was
back to 57.6 points.

I must still be doing something wrong. :(
