It shouldn't. If the user asks for something to be deleted, it should
just be deleted.
I know this is counter-intuitive to you, so my comments may not help. But
maybe understanding the "why" might help.
In OpenOffice.org (and many other word processors), each paragraph
contains its own formatting information.
By deleting returns, you are combining two paragraphs into one paragraph.
This begs the question: Which paragraph's formatting information will be
used?
OpenOffice.org uses the formatting of the paragraph which the cursor is in
before the delete operation.
