Everybody Thanks for your help. All is now fixed !
I upgraded to OO 2.1
In Windows File Explorer, Folder Options, File Types set the following
action for file type .DAT open action:
"C:\Program Files\OpenOffice.org 2.1\program\soffice.exe" -calc "%1"
Now when I double click on a file.dat I get correct CSV options and all is
opened in scalc.exe :)
Or if I select Open File of type *.dat from a Web download scalc.exe handles
the file :)
