This is an international ISO standard, which MS Word is unable to handle. This means you have to save the file in Word format, for the other person to read. Another option is to click on File > Send > Email as Microsoft Word. Another possibility is to export the document as a PDF file. Since OpenOffice is a free download, you might even suggest your friend install it.
2) While some people sell CDs of OpenOffice, it is available for free download from www.openoffice.org.
