I took another look; in Writer Ctrl+Shift+(plus) is already assigned as Ctrl+plus[1]. Ctrl+minus is assigned as well; perhaps they've not allowed Ctrl+Shift- because that key may be used for different symbols on different keyboards?. You can modify both Ctrl+plus and Ctrl+minus.
