Another not so improbable explanation might be that the users have just
forgotten their password. That happens more often than one might believe.

The encryption process makes it impossible to distinguish between a
wrong stream content due to a wrong password or a wrong stream content
due to a corrupted stream. The attached file of the OP BTW is fine, it
isn't corrupted. Obviously he forgot the right password, the
content.xml, settings.xml and styles.xml are encrypted. Others like the
metadata and thumnail are perfectly readable.
