I tried Tools > Options > Language Settings > Language (all sub-options) in
Open Office 2.2 but I can only toggle the language of the document and spell
checker, not the document of the menus etcetera. English language pack comes
standard with 2.2

What have you got on this page? Tools > Options > Language settings > Languages?
I have Language for:
User Interface (Standard in my case)
Country setting (Netherlands (Belgium) in my case)
Decimal
Standard currency
Standard languages of documents
(here you chose the document language)
If you have the Bulgarian version, with the English language pack, you
should be able to toggle the language of the User Interface with the
first droplist on this page.
