What I mean is that they operate a restricted network where the computers are kiosk-like. They aren't allowed access to the "Run.." dialog; they aren't allowed to save under C:\, only "My Documents"; they aren't allowed to change their Internet proxy; etc, etc, etc. Apparently, the schools have restricted functionality in Microsoft Office, as well. This is all done with "System Policies."[1] I'm not sure exactly what they have restricted, but I'm only interested in whether a similar lock-down framework exists for OpenOffice.org. I know that Firefox[2] and GNOME[3] both have such a framework.
