Then it sounds like you have a choice, to download it for free or to pay $25. (or for that matter, to pay something in between "free" and $25)
It is perfectly legal to sell OpenOffice. For some people who have slow-speed connections, buying a CD with OpenOffice can be attractive.
Many people sell it for $5-$10 including shipping, which hardly anyone could complain about. But it's a free market, so if someone wants to charge $25 or $100, they can do so. They may not get many customers, but they can ask what they want. That's the nice thing about the free market.
