I don't see anything funny either.
It seems this firm is charging $25 for installing OpenOffice on a new
system before delivery. It is not unreasonable, I would suggest, for
them to charge something for carrying out such an installation. (I
note that they seem to charge $35 for installing Windows, on top of
the licence charge.) Whether this is worth $25 to you is for you to
decide. You may well decide to download it and install it yourself instead.
