re-checked the site you recommended and at the bottom of the page
they do state that if you get the above message try re-registering
the file msi.dll.
I am confused. No wonder I am trying to get away form
Microsoft. If I can get OpenOffice to work next move is Linux.

The message asking to to re-register msi.dll is not talking about
registration as you might go to a web site to register a copy of
software you have installed, but instead about putting the right
entries into the Windows registry on your system for it to work
properly. (Perhaps you understood this.) To re-register msi.dll, go
to Start | Run... and enter:
regsvr32 C:\Windows\System32\msi.dll
and then press OK. (Modify this command if your Windows installation
is in an unusual folder.) You should see a confirmatory message. It
might be sensible to restart Windows before you try the problematic
installation again.
Occasionally it proves necessary to unregister and then re-register a
.dll file to solve problems like this, so if the above doesn't help,
try entering
regsvr32 /u C:\Windows\System32\msi.dll
first, to unregister the .dll, and then repeat the other command
above to re-register it.
