Don't know about the bug v feature question but a workaround is as
follows:

Create a text box with the word in it; put a frame around it and anchor it
to the frame. Insert the picture and move it into the frame by anchoring it
to the frame. Anchor the frame "As character". It's a bit fiddly and it's
difficult to describe the process for getting the word and the picture into
the frame but a bit of trial and error will repay the effort.

Sorry to reply to my own post but I found a better way.

Insert the picture. Right click on it and choose Caption. Select "<None>" as
the "Category" and type the word into the space provided at the bottom. The
picture will now carry the caption around with it as it's moved. Anchor the
picture "As character" and the job's done.
