Signing *might* make a difference. Not signing will *definitely not*
make a
difference. Sounds like a no brainer to me.

It depends.
Thousands from the general public - probably not.
In the political arena, the polsters take note when petitions are sent
in the hundreds of thousands and millions. It is their business to know
which way the wind is blowing.
Several reactions to petitions:
The petitions are given due consideration.
Lots of times the issue is spun so that it looks like they are adressing
the concerns of the petition, but in reality they are not.
