I have seen that too. But it depends what you mean by "publisher". In my
case I made a CD and the company who made the covers for me required jpg
format.
I used a program called FinePrint. It is a virtual printer that can save in
some different formats, such as bmp, jpg and a few more. However, if you use
the free version you need to remove some text from the image which is
produced by FinePrint Free version (but not with the not so free version),
which is pretty easy anyway with, for example, GIMP.
There are also other programs out there, doing just about the same thing,
some of them are 100% free without any restrictions, I think. Do a Google
search.

JPG files for text. Graphics, maybe, but probably not.
Are you _sure_ they didn't asked for PS formatted files?

You can export to PDF from within OOo.
">File >Export as PDF"
">File >Export >PDF"
IF you PDF Printer installed on your system, you can also do
">File>Print>Select PDF Printer".
If PS format is what is wanted, I'd suggest installing a PS
Printer on your system.
