Because, in many (most) cases, it is the best tool for the job.

OpenOffice Write is a word processor.  Scribus is a desktop publishing
program.  Two different programs for two different jobs.

You can, but it's easier to do it with Scribus.  Again, the best tool for the
job.

You can pound nails with a screwdriver, too, but I would recommend that you get
a hammer for that.
