Scribus is a full featured Desktop Publishing Program, Publisher is not. 98% of publishers capabilities are available from a combination of OpenOffice.org Writer and Draw. As OpenOffice.org is basically one program with multiple interfaces (unlike Microsoft Office) Writer and Draw work very closely to each other to produce one output document.
