Depending upon the third party software that is installed,
MSO might work better, or worse than OOo.

The economics of a11y are such that the individuals that use
the product typically don't pay for it, but receive it from
a government agency, or third party organization.  As such,
any attempts to reduce the long term cost of the software
will be met with severe hostility,because that will result
in a budget cut.

These are the organizations that think it is better for a
Blind person to use a Perkins keyboard on a computer, than a
standard keyboard.  Never mind that a Perkins Keyboard has
to be modified for any meta-keys to be usable. (This
includes majuscles.)
