Do you mean is it possible to encrypt your documents? The answer is yes. This is achieved by applying a password to a file when saving. Do you mean is it possible to use the same encryption routines used by OOo in another program? You can possibly do that as well (although you'll have to check the appropriate license to be sure), however there are other open source encryption libraries that would probably suit that task better. I have no idea on 'ransactions' are... but if your meaning transactions, I'm sorry, but I'm still not sure on the meaning.
