It depends on whether the individuals will need to be working on the same
part of the single document at once or not.

OOo writer implements master documents alot better than Word. This means
that you can have multiple individual documents being updated by
individuals, whilst the master document pulls it all together (and yet TOC's
are supported).  The issue arises however when two individuals need to work
on an individual component.

Download OOo and give it a go...
