I think you can find details on how to do this on the EndNote site or in the
documentation. Basically, Cite While You Write does not work with OOo. You
have to insert the unformatted citation code (I think you can just drag and
drop, if I remember correctly). Then you output the file as RTF and run the
formatting command.
Also, you might look into Zotero. It's free and (they say - I haven't tried
it yet) integrates with OOo. It also imports and exports to EndNote.
