You are allowed and encouraged to do this.

The list consists of volunteers. As a volunteer, I do not know what it means to be an "argent for OpenOffice.org", but that might also be a slight dialect difference between the English you speak and the English I speak in the USA.

You can use the software, install it, give it away, etc.

if you are looking for a more formal affiliation with the OOo project, another must address that.

This sounds like a worthwhile project.
