Have you considered doing your project using OpenOffice Base instead of MS
Access?

OpenOffice Base uses an open, documented file format that is much more
future-proof than the closed, proprietary file format implemented by MS Access.

Then you can just put a copy of OpenOffice on every CD that you distribute for
the end user to install.
