mmh ... I never had seen such an alien-like window before ...
but a similar problem was posted at 2007-09-22
['Oo 2.3 install problem - OK ?????'] ...

... I'm not sure - but as far as I remember, it should be the time & place
for the appearance of the First Start Wizard ...

... so please open Setup.xcu with a text editor

Look at the following entries and values ->
