Just to clarify my own post, the issue is as follows. I'm
running OO.o 2.3 on Windows XP Professional. If I create a simple document in Writer and add an image to it using Insert
Picture > From File menu option, I get a resizable image in
the document. If I save the document to MS Word 97/2000/XP and attempt to open it in MS Word, the image is either missing or there is a placeholder of correct size, but the actual picture within that placeholder is a small fraction of the space it's supposed to take up. Clearly, there seems to be a problem and I'd think this is something that others have encountered.

You might try disabling hardware acceleration in the display settings on the computer with Word.

Where can I find this option?  I'd also like to add that if I generate a 
document using MS Word 2000 with an image in it, it renders correctly both in 
MS Word and Writer.

Right click on a blank area of the screen, click "Properties" on the context menu, go to the "Settings" tab of the next dialog, click the "Advanced" button on that tab, go to the "Troubleshoot" tab on the next dialog. There should be a slider sort of control for hardware acceleration on the "Troubleshoot" tab.
