This sounds like a Windows problem, not OpenOffice. I suspect when you get that installer problem resolved, OpenOffice will install correctly, provided your computer meets the minimum hardware requirements. However, version 1.1.5 is availalble here http://download.openoffice.org/1.1.5/index.html.
