This is due to a problem with the Unbuntu 2.3 version of installing OOo. I had the same results as you, yet my OOo 2.3 version installed from OpenOffice.org worked, as did my StarOffice 8/8 version. So I did some comparisons and found that the Ubuntu 2.3 version does not install several necessary packages by default. Use Synaptic and make sure that you have the following packages installed for your particular language/local[1]: language-pack-en (1:7.10+20071012) language-pack-en-base (1:7.10+20071012) language-pack-gnome-en (1:7.10+20071012) language-pack-gnome-en-base (1:7.10+20071012) myspell-en-us (1:2.2.0-2ubuntu1) openoffice.org-thesaurus-en-us (1:2.2.0-2ubuntu1) You'll note that without those packages installed, Tools|Options|Language Settings|Writing Aids will not have: OpenOffice.org Hunspell Spellchecker and OpenOffice.org New Thesaurus installed. Also note that Ubuntu 2.3 doesn't install the help file by default either.
