I did some prowling around openoffice.org and it appear that even the legacy (i.e. old) release of OOo requires at least version of 10.2.x of OS X. So the answer to your question would seem to be no.

There is no version of OOo that works on pre-OSX Macs.

Unless the Mac is too old to support OSX, I would suggest installing OSX 10.2 at least (I am sure it can be found at bargain prices) so as to have access to more free and open source software on the Mac.
