They are not unnecessary. With the button "Picture Placeholder" you can very quick and easily see, to which file a picture is linked. In Writer you have the picture property dialog to look what file it is, but in Draw or Impress you have no way to see what file is used. Especially during creating the document, if you have slightly different versions of your pictures, it is useful to see with a click what file it is. Another use of the button is to see, whether something is behind the picture and covered by the picture. With the "Text Placeholers" and the "LineContour Only" button, you can easily see the borders of your object. That is useful for those objects, which have an invisible border line.

If you remove that buttons, there should be another method to get that informations quick and easily.

I cannot tell from the spec: will the features be gone entirely, or only removed from the Tools > Options > OOo Draw > View dialog?

I hope they will not be removed entirely. Access from the Tools > Options ... dialog is not very useful, but access from the toolbar is. There are times when, for visibility while working, that it can be helpful to show only outlines. From the toolbar, that can be turned on/off easily while working.

I agree that they are not necessary as setting in Tools > Options but I too think, that they are useful in the toolbar.
