If you are familiar with Excel, OO works somewhat the same only you will
have to define the condition of Format = Red first:

on the menu bar Format > Styles and Formatting > New Style from Selection
(on OO 2.3 this is the middle icon on the top right of the box - float your
cursor over the icons and this definition will pop up) > Name your new
format ie "Red"  and save it > right click the new selection "red" > select
"modify" > the  "cell style" box will open and you can set your format.

Now, just as in Excel
from the menu bar:  Format > Conditional format > set condition 1 ie as your
new "Red"

If you have done conditional formatting in Excel, you should be able to make
this work
