Back in the days of Fido-Mail, it was common for list owners to send
a message periodically to the list that reminded users what the
guidelines were. Also, since we get so many newcomers, it can't hurt
to have the guidelines sent to them, rather than expect them to find
the guidelines. Now that everything is so automated, it should be a
cinch to post this every month or so...
