Click on the graphic with the right mouse button. From the menu that pops up, select Picture. Select the Wrap tab. Select the option “Through”.

The picture will no longer cause text to move.

However any graphic must be anchored, whether as a character, to a character, to a paragraph, or to a page. You can select which you want from the same menu that pops up when you click on a graphic with the right mouse button. I suspect that anchoring the graphic to a page is what you want to do.
