It /could/ indeed be done if the default wrap were "behind text" - this 
would leave the text unmoved until image size and position were 
established.

I for one find inserting an image tedious - a large image often causes 
havoc with text positioning until it's resized and repositioned, either 
of which can take a couple of iterations until the desired effect is 
achieved.

I can't really see why the default wrap attribute (and maybe size and 
anchor) shouldn't be a user choice (preferably per-document).
