I'm not quite sure what you want to do. Every graphic will have some sort of anchor, and text wrap will be defined somehow for each graphic.

So, if you anchor the graphic to the page, it will stay on that page regardless of what you do with text. You can specify that text wraps through the graphic, and text will act as if the graphic isn't there, but the graphic will probably obscure the text under it.

You can use a graphic as a background or a sort of watermark, in which case it is be behind the text and won't affect text position and text won't affect the graphic's position.

Is any of that remotely similar to what you're attempting?
