Most of them come with Openoffice on them, for example Knoppix, so there's your solution. Just burn an iso of a live cd of your choice making sure it has openoffice on it and Bob's your uncle.
BTW, I think that any wordprocessor that support unicode or Latin-1 extensions will give you phonetic symbols. I don't know anything about Windows but I suppose MSOffice supports unicode.
