This may seem a silly question, but you do have access to the directory listed? On googling and searching mail archives, there are various suggestions for getting around this problem (although no one seems to have listed an issue about 'sandbox.jar'). Check that the downloaded file is not corrupt (eg, check the MD5 of the downloaded file). Check your antivirus isn't causing issues (eg, turn off antivirus and try installing again). Make sure you have the right permissions for that folder.
